Motivation and Context

Updated package versions for rc5 release.

Description

  • Updated RCNumber from 4 to 5
  • Updated non-RC package date suffix from 260311.1 to 260330.1
  • Updated GitTag from 1.0.0-rc4 to 1.0.0-rc5
