Summary

This PR adds Storybook stories for ResourceTableMultiActions by covering all
meaningful selection states of the multi action buttons.

Related Issue

Fixes #4693

Changes

  • Added ResourceTableMultiActions.stories.tsx with five stories covering
    restartable, non-restartable, mixed, and empty selection states
  • Added snapshot files for all five stories

Steps to Test

  1. Run npm run storybook in the frontend directory
  2. Navigate to Resource/ResourceTableMultiActions in the Storybook sidebar
  3. Click through each story to verify UI states
