Free CI cost/waste report offer for build-push workflows

Hi Docker maintainers,

I maintain CICost, a CLI focused on GitHub Actions cost and waste analysis.

Build/push pipelines are often the biggest CI cost center. If helpful, I can run a free 5-minute report for
this repo and share concise optimization findings.

The report includes:

1. cost hotspots
2. waste from reruns/cancels/failures
3. practical patch suggestions
